Series creator states the games will be localised for French players during local Japan Expo.

During a Japan Expo in Paris, Yuji Horii, creator of the Dragon Quest series, may have let slip two new games in the series are making their way to Europe.
Both Dragon Quest VII: Warriors of Eden and Dragon Quest VIII: Journey of the Cursed King have been announced for a 3DS release (Eden's actually already out) in Japan, but according to Expo attendees the creator stated that the games were being localised into French. A specific localisation, but then the comment was made in Paris, so the unspoken suggestion is that the games will be localised for all European territories.
