This is not really as dramatic as the sensationalist headline insinuates (sorry about that). Tony Hawk's Pro Skater 5 is a fairly small game in terms of size by today's standards. It only weighs in at around 5GB and the first day patch is supposedly 7.7GB, which is set to fix a hefty pile of bugs that developers Robomodo could not address before having to send the code for submission.
There has also been reports that the full game is not actually playable without the patch, but there is also a lot of reports online of glitches and bugs even with the patch. We haven't been able to sample this ourselves yet as we have yet to receive the game, but rest assured, as soon as we've got our hands on it we'll let you know what we think.
