Phil Spencer seemingly takes a jab at Sony

He critcised the fact that "others" charge players twice for a game on PC and console.

The Xbox boss Phil Spencer is generally known as a good guy, always being polite with fans and competitors and the first to congratulate rivals when they achieve success in some way. Therefore it was quite surprising to see Spencer seemingly take a jab at Sony during a pre-E3 event recently, where he criticised the fact that PlayStation gamers have to buy their games twice if they want to buy them for PC:

"We're the only platform shipping games on PC, cloud and console simultaneously. Others bring console games to PC years later, not only making people buy their hardware up front but then charging them a second time to play on PC."

Does Phil make a valid point. Should one purchase be enough or is it reasonable to sell older games at full price a second time?
