Microsoft's Major Nelson has confirmed that there will be self publishing for independent developers on Xbox One. Later this week Nelson will put out a podcast with Mark Whitten going into more detail on the subject, but for now he passed on this quote:
"Our vision is that every person can be a creator. That every Xbox One can be used for development. That every game and experience can take advantage of all of the features of Xbox One and Xbox LIVE. This means self-publishing. This means Kinect, the cloud, achievements. This means great discoverability on Xbox LIVE. We'll have more details on the program and the timeline at Gamescom in August."
It has also been confirmed that every Xbox One unit can be turned into a devkit capable of playing non-final code. It's not certain just how this will work (even if it's fantastic news for indies as well as game journalists), but it appears this feature will roll out post-launch.
