The Belgian authorities have started a pre-trial investigation on the use of loot boxes by Electronic Arts in FIFA 18 and FIFA 19. The Belgium Gambling Commission (Kansspelcommissie) declared the use of certain loot boxes as gambling, especially if the items gained from these can be traded in-game.
EA refuses to remove loot boxes from FIFA 18 and the upcoming FIFA 19. Earlier this year EA CEO Andrew Wilson stated it the publisher doesn't "believe that FIFA Ultimate Team or loot boxes are gambling".
Other publishers did comply with the ruling. In August Blizzard removed the option to buy loot boxes in Overwatch and Heroes of the Storm for Belgian players; Valve did the same in CS:GO and Dota 2; and most recently 2K Games disabled the Auction House, for item trading, in NBA 2K18 and NBA 2K19.
