Waluigi could still appear in Super Smash Bros. Ultimate

Reggie: "In the end it's Mr. Sakurai's decision to make."

Super Smash Bros. Ultimate features every character ever to appear in a Smash Bros. game, plus the debut of Samus nemesis, Ridley, but fans still wanted one more character: Waluigi. The character is not part of the roster so far, but that doesn't mean it can't change before launch. During an interview with Waypoint, Reggie Fils-Aimé talked about the passionate way fans are asking for Waluigi in the game.

"One of the good things about the way we approach E3 is when it's all said and done we step back. We look at all of the feedback and share with the devs and certainly Mr. Sakurai will be aware of the groundswell of support that appeared for a Waluigi. And in the end it's his decision to make."

So it seems Waluigi is not completely out of the question, and it would appear it's up to the game's director whether to include him or not. During the conversation Waluigi was mentioned as Reggie's favorite character in Mario Tennis Aces.
