Despite being formally announced last year under the name Project Scorpio, and it being the central focal point of the company's E3 press conference this year, pre-orders have yet to officially open for the Xbox One X, which debuts in November. Apparently, it's FCC regulations holding back the process, and many fans have expressed their malcontent with the problem.

Recently, Xbox executive Mike Ybarra appeared in a podcast in which he acknowledged the frustrations that fans must be feeling, however, he couldn't announce when fans will be able to pre-order:

"It's great to see the excitement from people. I know there's frustration about pre-orders, [and I] apologise for that. As Phil [Spencer] said on Twitter, he said soon and really that's all I can say about that."

Do you think this hold-up could hurt the sales?
