During Microsoft's E3 presentation, the phrase "Xbox console launch exclusive" was uttered time and time again, implying that every game with that phrase attached is just coming to the Xbox One and Windows 10. In fact, that's not the case at all. Those games will likely still be launching on Steam and PlayStation 4, but head of Xbox Phil Spencer has said "it's up to the developer to make that happen".
Speaking on GameSpot's E3 show, the boss man explained "console launch exclusive" is synonymous with "timed exclusive". He said that they've opted to change the wording because some of the games, like PlayerUnknown's Battlegrounds, are already out on PC. He went on to clarify that if a game is an "Xbox One and Windows 10 exclusive" then it will only ever launch on those platforms.
