If a game exists, there's going to be people trying to cheat the system, and this is no different for mobile game Pokémon Go, as Pokémon Go Hub has reported that flagged accounts (those used by third party trackers) are being prevented from seeing rare pokémon.
The offenders are those who use trackers to target these rare pokémon, and this measure only targets accounts who have been previously detected and flagged. However, creating new accounts, according to the report, escapes this.
The community reaction has been mixed, as some have said that this isn't fair on legitimate players who only occasionally use these tracking apps. Regardless, though, tracking apps are against the game's Terms of Service.
Do you think tracking is always bad on Pokémon Go?
