This sparked a lively discussion about the specifics, and according to the chat underneath the picture, these shinies only appear as shiny when you encounter them, not on the map. Allegedly only Magikarp and Gyarados have shinies right now. And if you evolve the shiny Magikarp it will become the red Gyarados. Remember this official song about Magikarp where a Japanese kid sings about his love for the often deemed useless Pokémon.
