The Division has had a few rough months after its launch. Game breaking glitches, lots of exploits, and unbalanced weapons are just some of the issues players have been suffering with since March. Still, Massive Entertainment has done their best to keep the promised expansions coming, while also trying to fix the many problems. Now they've realised that it's not possible to keep this up.
Massive has just announced that the upcoming expansions have been delayed because they want to "strengthen the core experience before adding new content, but also continuously improve it by allowing for more production time to ensure the quality of future updates as well". This means that the Survival expansion that was scheduled to arrive alongside the upcoming 1.4 update has been postponed to a "later date this year", Last Stand expansion has been pushed from this winter to early next year.
The 1.4 update is expected to arrive in October, and include the following:
• Fixing bugs, including those listed in their "Known Issues" as well as many other ones
• Making loot drops more relevant to the player
• Enemy difficulty and time to kill
• Gear Sets and weapons balancing
• Solo player experience
• Dark Zone and PvP balancing
• Quality of life additions based on community suggestions (such as weapon skins no longer taking inventory space).
Overall, the developer explains that improving the game is an "ongoing effort" that starts with the 1.4 update and will continue with further updates in the future. Hopefully this will give the game a chance to live up to its potential.
