It appears that even though the in-game menus say you can use the consumables on different saves, items like Praxis Kits, Ammo, Credits, and Crafting Parts can only be used once. This change has caused some disappointment as you can see on Reddit, and it's only weapons, skins, augmentations that will be re-usable on different saves.
