If you are a fan of Fallout-series and wnat to chip in your ideas for the new game, then you are out of luck. Bethesda studios marketing executive Pete Hines has told Gamespot that the game was basically done even before they announced it for the first time at this year's E3:

"The game is basically done. It was by and large done before we announced it, in terms of the features going in. You're not adding new features in May, June, July in the year you're releasing; you're trying to get everything fixed."

Hines is quick to point out that this doesn't mean that then company doesn't listen to its fans. They went through forums from previous games to make sure Fallout 4 would meet the expectations of it's fans. In the end it all comes down to prioritizing your development. What are the most important things to work on and what can be left out.

Fallout 4 will come out 10th of November on PC, PS4 and Xbox One.
