According to a post on Reddit/, a school (we presume North American) was visited by a "Game Architect, an Online Programmer, and a person from HR", all from Ubisoft, for a lecture. The creator of the topic on Reddit quotes several lines from the lecture, and a few are quite interesting.
When asked about 30 frames per second versus 60, the Game Architect is quoted as saying that Ubisoft aims at 60, but due to "limitations", they usually settle for 30. He also apparently "implied that console makers are pressuring them into doing the same thing on PC," according to the topic creator.
Talking about the development process at Ubisoft, the Game Architect is quoted as saying that Ubisoft re-uses as much code as possible in their games. This could probably explain why Watch Dogs felt such a combination of other Ubisoft games.
Regarding the recent controversy regarding Ubisoft's decision to lock AC: Unity at 30 frames per second and 900p on both consoles, the Game Architect is reported as saying that "for this type of game, we have to chose between graphical fidelity and smoothness," concluding that "our eyes can't see past 24 FPS, anyway".
Interesting stuff, but none of this has been confirmed, so take it with a pinch of salt.
