According the game's official website Mighty No. 9 is now set to be released on September 15 in the US and September 18 in Europe. It is coming both as a digital download (£14.99) and as a physical release (£24.99). The game will be published by Deep Silver and include international voice over in English, French and Japanese (you're able to toggle this) and subtitles in Spanish, French, Italian, German, Russian, Polish, Brazilian Portuguese.
In addition to home systems Mighty No. 9 will also launch on portable consoles. Nintendo 3DS and PS Vita versions "will follow at a later point" (according to this FAQ).
