A character's decision of letting you into their hearts will not only be based on the race and gender of the characters, however, but also on how you play the game. If a relationship doesn't make sense to a character due to your actions or choices, they will not automatically assume a horizontal position just because you're playing a female. Like in real life, they must like you first. Like, like like you.
